Issues and Tasks that can be Taken Up at Panchayat, District Levels: KN Govindacharya

KN Govindacharya

1) Issues related to Land, Water, Forests, Animals, Agriculture, Cow rearing, Education, Health, Justice etc , have to be encouraged and activated in Panchayats.

2) To make Panchayats strong and self supporting , areas within a diameter of 15 KMs is to be considered as a Panchayat and all activities are to be coordinated accordingly. Panchayat elections should not be by majority but by unanimous consensus.

3) Coordinations among districts in the 127 Agro Environmental Climate Zones is to be maintained.

4) Individuals , groups and organisations working in intellectual, creative and agitational fields in a district are to be brought together to form a team in the district.

5) To develop a resource Atlas for every district.

6) To organise conference (get together) of people in the district.

7) Panchayat can use any methods of Natural Farming, take steps to create Five Level Gardens , and plant fruits bearing trees which also provide shade. Agnihotra is to be encouraged as it purifies the air.

8) Cow farming is to be promoted at the Panchayat level, and ways to make Cow rearing beneficial (profitable ) are to be planned . Attempts are to be made in the direction of maintaining a 1:1 ratio of human and cow.

9) Arrangements to be made for providing Training in Information Technology at the Panchayat level, and corresponding Syllabus is to be framed.

10) Medical system based on the Indigenous knowledge and Traditions should be encouraged at the Panchayat and District levels.

11) Every Panchayat is to be equipped with a Skill development centre to encourage local skills and workmanships.

पंचायतों, जिलों में समाज के स्तर पर उठाने हेतु कुछ उदाहरणस्वरूप मुद्दें और काम – के.एन. गोविन्दाचार्य

(1) पंचायतों मे जमीन, जल, जंगल, जानवर, कृषि, गोपालन, शिक्षा, स्वास्थ्य न्याय को क्रियाशील करना होगा|

(2) पंचायतों को सशक्त, स्वावलंबी बनाने के लिये 15 कि.मी. के व्यास के इलाके को एक पंचायत मानना और गतिविधियाँ करना| पंचायतों के चुनाव बहुमत से नहीं सर्वानुमति या सर्वसम्मति से हो|

(3) 127 कृषि पर्यावरणीय जलवायु प्रक्षेत्र में जिलों का तालमेल बैठाना|

(4) जिलों में बौद्धिक, रचनात्मक, आंदोलनात्मक आदि पहलुओं मे कार्यरत व्यक्तियों, समूहों, संगठनों को जिलास्तर पर गूंथना, एक टीम का स्वरुप देना|

(5) जिलों का Resource Atlus बनाना|

(6) सज्जनशक्ति का सम्मेलन (संगम) जिलों में आयोजित करना|

(7) प्राकृतिक खेती के किसी भी विधि का पंचायत मे इस्तेमाल हो, पंचस्तरीय बागवानी का आश्रय लें, फलदार छायादार पेड़ लगें| अग्निहोत्र का प्रयोग हो|

(8) पंचायत स्तर पर गो-संवर्धन हो, गोपालन को लाभदायी बनाने के प्रयोग हों | 1 मनुष्य 1 गोवंश की दिशा मे प्रयास हों|

(9) सूचना प्रौद्योगिकी का प्रशिक्षण पंचायतों में हो| उसके अनुरूप पाठ्यक्रम हों|

(10) देशज ज्ञानपरंपरा पर आधारित चिकित्सा व्यवस्था को पंचायतों, जिलों में प्रोत्साहित किया जाय|

(11) हर पंचायत मे स्थानिक कारीगरी केन्द्र स्थापित हों|
